In India, the Food Safety and Standards Authority of India (FSSAI) is an independent, statutory agency that reports to the Ministry of Health and Family Welfare. Regulation of food items is governed by the Food Safety and Standards Act (FSS), which was enacted into law in 2006.
This act also establishes the process for developing and enforcing food safety standards throughout India.
The Food Safety and Standards Authority of India has statutory powers under the Food Safety and Standards Act, 2006. (FSSAI).

- To safeguard and promote public health, FSSAI regulates and supervises food safety.
Section 31(1) of the Food Safety & Standards Act, 2006 requires every food business operator in India to get a license from the Food Safety and Standards Authority of India. In 2011, the Food Safety & Standards (Licensing and Registration of Food Businesses) Regulations were passed.
They are not interchangeable phrases, since they depend on the size of a company. Every firm that deals in food items will have to register online with the Food Safety and Standards Authority of India (FSSAI).
The Food Licensing and Registration System (FLRS) was previously used to register with the FSSAI (FLRS). The Food Safety and Compliance System (FosCos) has been in existence since November 2020, replacing the prior system (FLRS). This is a critical update that must be implemented.
If an applicant needs a new license, he or she must use the FosCos system. FosCos requires that every registered user with a license under the prior system validates the licensing information.
As soon as the firm has been registered, the user is assigned a 14-digit number. 5 components make up this number, each of which is unique in its own way. This number must be displayed at the location where the business is located in order to do business. Additionally, the number must appear on all product packaging.
Types of FSSAI License
Basic FSSAI License- Any FBO with annual revenue of fewer than 12 lakhs rupees must register with the FSSAI. This license is required by any business that provides food and is considered a small food business. To get this type of license, the applicant must complete Form A and submit it to the FSSAI.
State FSSAI License- Anyone with annual revenue of more than Rs 12 lakh and less than Rs 20 crore must apply for a state-issued FSA license. Those who operate a medium-sized food business should consider obtaining this type of license. To get this type of license, the applicant must complete Form B and submit it to the FSSAI.
Central FSSAI License- It is required that the applicant have annual revenue of more than 20 crores. This type of license is required for any big food business or government entity that exports food to foreign nations. To get this type of license, the applicant must complete Form B and submit it to the FSSAI.
Registration with the FSSAI has several purposes.
Food quality and safety must be upheld.
- To ensure that raw materials and other products meet the quality standards set by the benchmark.
- To reduce adulteration and the manufacture of poor food.
- Follow the guidelines for food transparency and governance.
- The goal is to increase client confidence in food goods by educating them.
A list of documents required for FSSAI registration:
- Applicant-signed application form (Form A or Form B).
- If the applicant owns the property, utility bills and two recent photographs of the applicant are required.
- For firms that are partnerships, a copy of the partnership agreement must be obtained.' AOA' and 'MOA' for companies
- Aadhaar and Voted ID - Identification Documents.

Who is required to register as a basic FBO?
- Registration with the FSSAI is required for the following items:
- This includes any FBO, Dhaba, or Footstall with annual revenue of fewer than 12 lakhs.
- There are several little foods stands around the city.
- Cottage industries are small businesses that operate from their homes.
- In this case, the units are vegetable units.
- This would equate to around 2.5 tonnes of milk-based solids. Hence, such units must be registered with the FSSAI. Anyone who runs a milking operation that produces more than 500 liters of milk per day.
- It must be able to butcher at least two large animals or fifty poultry birds. Similarly, a slaughterhouse with 10 little animals would be subject to this rule.
